ARENA is implementing a program to overhaul all of its business systems and Phil’s role was to build the multi-disciplinary team and establish the environment, tools and reporting platform to enable the integration of a new financial management system (FMS) with the existing grants management system (GMS). He introduced Agile project management practices and ceremonies into the Agency and established an internal capability for the ongoing development of the GMS and reporting dashboards for the executive and business line managers. He formed the program working group, separate to ARENA’s ICT resources, to enable effective communications and problem solving of issues affecting both discreet business units and the Agency more broadly. He conducted POC’s and developed the business case for moving ARENA to Microsoft Azure as the Agency’s cloud services provider. He implemented the Scrum framework and Jira as the tool for managing agile projects. He developed policies and procedures for new ICT products and services. Phil has provided the bridge to allow the establishment and continuation of time critical initiatives whilst the search for a new CIO is underway. Phil’s broad business experience has enabled him to converse readily with business line managers responsibile for the initiation, approval and execution of multi-million-dollar contracts to support high tech energy projects. He’s directly negotiated supply contracts with ARENA’s vendors for the provision of resources critical to the success of the Digital Transformation Program. The Digital Transformation Program has a hard end date and forming ARENA’s new Digital Services Team from the ground-up required significant engagement with each technical expert to ensure their contribution could be maximised in a reasonably short timeframe. ABV is a long-established NGO providing resources and logistic support to International Development programs throughout Asia and the Pacific. As the GM – Corporate, Phil managed the sections responsible for the provision of Financial Management, HR, ICT, Marketing and external legal partners. Phil’s expertise in team building and implementing effective systems-based workflows and procedures enabled the organisation to work with significantly improved transparency in an environment of ambiguity and a challenging operating landscape. In April 2008, Phil commenced consulting with a world leading company delivering Enterprise Portfolio Management products and services into many of Australia's federal government departments.
