  Peter Roussell is a Chief Operator at the City of Palm Coast Membrane Softening Facility located in Palm Coast. He currently holds a Class “A” Drinking Water Treatment Plant Operator License in the State of Florida and holds a level III Operators License in the State of Massachusetts. Peter has 28 years of experience in several types of treatment techniques and has been involved in all phases of design, construction, operations and management of a fully conventional alum applied treatment facility, lime softening and membrane treatment. He was employed in New England at a Pulsator Clarifier Filtration Facility before relocating to Florida. Peter Roussell is also certified by the Daytona Beach Community College as an instructor in various fields associated with water treatment plant operation and operator certification. He has taught several classes and is a member of the Adjunct Faculty at the college. Peter is certified as a Reverse Osmosis Water Treatment Specialist sanctioned by the University of New Mexico. He is also certified as a Membrane Specialist sanctioned by the Southeast Desalting Association. Peter has for the past ten years taken part in the AWWA endorsed “Top Ops” program where he has competed against teams from other utilities. That is a question-and-answer, college bowl format on water treatment operations. The team competed against other teams in the National competition and won the in 2006 in San Antonio, again in 2008 in Atlanta, in San Diego, 2009 and 2012 in Washington D.C. During the past 19 years of employment in Palm Coast, Peter’s plant has been awarded the “Plant Operations Excellence Award” nine times. The awards were given and presented by the Florida Department of Environmental Protection. Peter has also received the “Plant Operations Excellence Award” awarded by the Southeast Desalting Association for the year 2004 and 2008.
