Peter Macdonald was admirable as the Project Officer for the closure of the NATO HQ and transfer of of responsibilities whilst maintaining operational capability. Working without guidance he showed initiative, combined with an eye for detail, to produce, implement and manage a flexible plan that responded to rapid change. Reporting direct to the HQ Commander he represented the HQ at NATO meetings and personally briefed the Heads of Departments, including the National Representatives of various nations. He displayed initiative and his strategic planning skills when he sourced housing for UK families at preferential terms and rates and presenting a case for early commitment to the UK; he subsequently took part in the negotiations, finalising flexible contracts that saved substantial sums of money
