  As the SME at Sigonella I have rewritten all local policies including TLA instructions, assignment policies, UH policies, UH and Government quarters policies including handbooks, referral policy and furnishings policy and all SOP’s to coincide with all Region, CNIC guidelines, JTR and DOD FMR regulations as all changes regularly. * Maintained a 30 MIL annual budget. • Executed over 20 mil in projects and purchases to include furniture replacement, housing projects • SME on the furnishing program 70000 pieces in inventory at a cost of 5.5 Mil, IG compliant with a 99.8 accuracy in for 5 years. Awarded 2 each 5 year moving and handling contracts 5.5 mil each for housing’s loaner furniture program. • Awarded a 20-year warehouse lease for housing in the economy with cost savings from previous warehouse lease • Part of the process in negotiation of a 10 year housing lease extension in government housing, the government receive 10 projects worth 3.7 Mil to include security and quality of life projects. SME on all housing referral activities including 1300 leases in the local Italian economy including problems or procedures to include housing assignments, terminations and allowances, whether military or civilian. This includes all translation services. Ensured all housing units meet DOD and Navy Housing standards. Serve as a liaison between host nation communities include city officials, utility companies. Mayors, local financial police, lawyers and landlords to solve complex issues. • SME for potable water in local community affecting 1300 leases , working with Italian water providers, testing facilities, local Italian government agency, working with region and CNIC providing accurate data in providing information on European water laws. • SME of program planning techniques, financial management and budgeting policies, principles, and procedures to develop long-range plans and to develop and execute budgets and to ensure that all regulatory requirements are met.   As the General Manager/ Housing Director I directed, developed, analyze, redefined, direct, executed all NGIS functions, UH operations and government housing across three sites Point Mugu, Port Hueneme and San Nicolas Island accumulating a 4 and 5 star ratings for NGIS and many crystal awards for Family Housing. • AS SME my responsibility was across three programs includes 526 GOV housing units, 23 Unaccompanied Housing Buildings, and 10 Navy Gateway Inn and Suites buildings, 6 parks and two Maintenance facilities at three sites. • As SME my job was to negotiate, meditate, solve, inform, communicate and partner with various organizations which including PPV partner, Military residents, Military Commands, Public Works, Contracts, Safety Offices, Environmental, Contractors, Unions local cities and local school districts, local and federal law enforcement, local and federal fire departments. • I oversaw supporting staff, including hiring, terminating, disciplining, setting priorities, training, counseling, setting procedures, evaluations performance, directing work, and delegating tasks to all employees across three programs which include 46 military personnel, 109 NAF employees and 13 APF employees. Oversaw NAF Billeting Fund budget, and annual operations and maintenance budget, based on known and anticipated requirements , utility consumption, repair, improvement and expenditures. • Through region approval was able to set in house laundry services with a commercial laundry facility with cost savings, and a better product. included procurement and installation of washers and dyers, scheduling, training, SOP’s . • Consistently boosted occupancy with strategic, aggressive marketing and Implemented an upsell program to raise revenue of 4%, this including creating relationships with local commands to include squadrons, sea bee battalions, reservist, CO and command representives.
