TSA is an industry based organisation whose members are dedicated to the professional provision of third party bulk liquid storage in the UK. Products stored typically include crude oil, petroleum and chemicals as well as potable liquids, edible oils and fats. Receipt and delivery of these products takes place by means of sea transport, inland barge, road, rail and cross country pipeline. Tank storage thus provides an essential interface between these various modes of transport. The industry also provides additional services, such as heating, blending and transformation of these products so that the diverse requirements of customers can be effectively met in a safe and cost effective way. The Tank Storage Association represents the interests of over 22 companies who operate around 300 terminals in the bulk liquid storage sector. Peter is responsible for all aspects of advocacy and lobbying on behalf of the sector, and is also tasked with promoting process safety leadership, helping members achieve excellence in this area and work toward becoming high reliability organisations. Peter works in close collaboration with the UK Government and Regulators and is a leading member of cross-industry committees, Process Safety groups and the Federation of European Tank Storage Associations. Architect of UKPIA’s ‘Assuring Safety’ Strategy for Sector Level Process Safety: Delivering on the commitments of the UK downstream oil industry following the Buncefield explosions in 2005 to work toward achieving excellence in Process Safety. Achievements Include: • Enhanced openness and dialogue within the downstream oil community, other industry sectors and the UK regulator • Developed and implement an effective process for sharing of and learning lessons from relevant, high potential process safety incidents, and championing this process within refining and terminal operations • Developed a process for actively engaging with other sectors to seek improvement opportunities • Established a framework for confidential self-assessment in all key areas of process safety. Including the technical elements of high-performance process safety management systems, the organisational issues ensuring a trained and competent workforce and the leadership and cultural aspects which help to embed process safety awareness and excellence throughout an organisation. • Established a process by which UKPIA members can critically self-assess gaps within their individual operations versus the agreed self-assessment framework and subsequently develop their own appropriate risk assessment plans to address these. • In line with common international practice, developed both leading and lagging performance metrics to enable UKPIA members to measure the success of the Assuring Safety process safety program. Ensuring Process Safety and UKPIA member’s interests are at the top of the agenda for various national and international fora. Lead of the Process Safety work-stream of the Chemical and Downstream Oil Industries Forum, tasked with delivering key strategic guidance used by both industry and regulator.
