      “Being oil in the machinery” of COVID-19 policy-making and crisis management. This is the way Prime Minister De Croo summarized our mission when we were designated in October 2020, on the eve of the 2nd wave. During 18 months, in a multi-level and multi-sectoral context, we structured politico-administrative relations, organized expert advice processes, developed policy strategies with regard to Covid-19 management, coordinated strategy and implementation with regard to testing, vaccination, air quality, etc. We also laid down a base for strenghtening crisis management and health emergencies preparedness in the longer term. The Commissariat was attached directly to the Prime Minister, the federal Minister of Public Health and the federal Minister of Interior Affairs. We advised the federal government and the Concertation committee which is the meeting place for the federal level and federated entities/communities and regions, as well as the Interministerial Conference for Public Health. The Commissariat team was composed of a small (25 at the height of the crisis), dedicated professionals with different backgrounds and expertise: public management, crisis management, stakeholder management, program management, public health, healthcare sector, etc. They worked and work as civil servants, political advisors, academics, crisis management experts, healthcare workers, consultants, etc. Show less

      The DG Healthcare has key responsabilities in the development, implementation, supervision and evaluation of Belgian healthcare policies. A diversity of themes and sectors are covered by the DG, e.g. the hospitals sector, healthcare professions, emergency care, mental healthcare, digitalization and integration of care, quality and safety, etc. Policy instruments deployed are among others regulation, forecasting and planning of capacity, financing of providers, granting rights, data gathering, monitoring and evaluation, supervision and sanctioning. At the federal level, the main partners are the National Institute for Health and Disability Insurance, the Federal Medicines and Medical Devices Agency, the eHealth-platform and the knowledge institutions KCE and Sciensano. At the regional level partnerships are being developed with healthcare administrations of the Flemish, Brussels, French, Walloon and German communities/regions. Moreover the DG Healthcare hosts and supports the Interministerial Conference Health and its different working groups on a political and administrative level. As a DG I was statutory member of the board of Sciensano (formerly WIV-ISP), the Health Knowledge Center (KCE), the eHealth-platform. Belgian representative in the OECD Health Committee.
