Another important working experience was my work as the economic coordinator in the budget team of the Fortaleza 2040 Project. It is important to emphasize that the Fortaleza 2040 Project is in a broad sense a social and economic development program made to guide and inspire all public policies in Fortaleza for the next 23 years until 2040.In this position, I elaborated an economic analysis about the relationship between the Fortaleza's public budget and its economic growth. After that, I had to analyze Fortaleza's investment capacity and I used econometric methods to analyze the potential impact of funds invested by Fortaleza’s public administration over its employment and economic activity level. My task also was to develop strategies to enhance the investment capacity of the public administration and to improve the business environment of the city.

I coordinated the elaboration and implementation of development strategies for small cities in that state. Two accomplishments in this position deserves special attention: first, I was a member of the team that elaborated the first set of strategies to identify the local potentials of each city of the State of Ceará; secondly, my colleagues and I, wrote an action plan to improve the public education system of this state which after being examined and approved by the World Bank’s commission it resulted in an additional credit for the government to invest in public policies connected to public education.
