Paul is a skilled executive leader. I was fortunate to work with Paul at the NTC. The NTC has a role similar to the Productivity Commission in that it proposes significant policy reforms. However, its role is more challenging, in that in addition to proposing reforms, it has to undertake multi-lateral government negotiations with the Commonwealth, state and territory governments to agree and implement reforms. Paul navigated the challenges of multilateral negotiation, while leading his team through a complex operating environment. Regardless of the challenges, he delivered what was needed.
