  PhD thesis "Ground for Equality. Equal opportunities in land allocation agreements with the government". This thesis aims to answer whether Dutch law contains an obligation for the Dutch government to – in principle – provide equal opportunities in land allocation agreements. On the basis of the principle of equality – including formal and substantive equal treatment by the government and equality between competitors on the market – the starting point in this thesis is that the government should provide such equal opportunities to all potential contractors. The thesis demonstrates that this obligation can be based on EU public procurement law, the fundamental freedoms (establishment and services) enshrined in the TFEU and the Dutch general principles of proper administration.
