The World Trade Center PATH Terminal Project was a $3.8 billion program primarily funded by the Federal Transit Administration through a grant made to the Port Authority of New York and New Jersey. All aspects of the project execution underwent continuous review and assessment by the team with frequent regular reporting to, and direct meetings with, the FTA’s Lower Manhattan Recovery Office. Under the terms of the FTA grant, the Port Authority provided access to their project design, construction, scheduling, contracting, payment, quality and safety activities allowing the Program Management Oversight team to ensure that the intended outcome of the grant, a completed WTC PATH Transit Hub, was being provided by the grantee.
