      The Planning Commission includes seven members who are appointed by the City Council members. Each City Council member appoints one commissioner to this quasi‑judicial body that is empowered by State law and the City Council.The Planning Commission meets on the second and fourth Tuesday of each month at 7:00 p.m. in the Council Chambers. Study sessions are frequently held at 5:15 p.m. prior to the meeting in Room B-8. Agendas are available to the public the Thursday prior to the meeting. The Planning Commission study session is open to public attendance but is not a public hearing. The Planning Commission follows Roberts Rules of Order and their own By-Laws. Support staff to the Planning Commission includes the Planning and Building Director who serves as the Secretary to the Commission, a Deputy City Attorney serving as legal counsel, and various City staff members from the Planning and Building Department, Public Works Department, and Fire Department.       Mission StatementThe mission of the Public Works Commission is to review and make recommendations related to Public Works capital improvement projects and programs.BackgroundThe Public Works Commission was established in February 1996. The Public Works Commission provides an annual review and comments upon Public Works capital improvement projects; long term infrastructure maintenance and repair programs; oil pipeline permits issued by Public Works staff; and traffic control device permits issued by Public Works.The Public Works Commission recommends to City Council capital improvement projects and change orders exceeding the authorized change order limit for the project. The Commission receives regular reports of the active capital improvement projects.The Public Works Commission conducts an annual review and performance audit of the Sewer Service Fund. It recommends to the City Council on an annual basis any fees, rates and/or charges proposed to be modified or added to the sewer service user charge.Acting in the capacity of the Citizens Infrastructure Advisory Board, conducts an annual review and performance audit of the Infrastructure Fund and reports its findings to the City Council prior to the City Council's adoption of the ensuing fiscal year budget.The Public Works Commission conducts public meetings as necessary to consider the removal of a marked crosswalk or crosswalks on public streets.The Public Works Commission has the power and is required to consider application of a fee adjustment of the Fair Share Traffic Impact Fee if the development project does not have a discretionary development permit.Members and Appointments The Public Works Commission consists of seven (7) members who are residents of the City of Huntington Beach.       This committee is a volunteer citizens committee designed to explore alternative means of financing infrastructure needs in Huntington Beach. Specifically, we are dealing with above-ground infrastructure needs such as pavement, curbs, sidewalks, alleys, and trees.
