Developed and implemented project plan for the transfer of Army Base Qayyarah West in Iraq, which included Communications plan, Quality Assurance / Quality Control, and Risk/Issue Management. Project plan was adopted by the Base Closure and Realignment Team as the standard for shutting down bases throughout Northern Iraq. Scope included the inventory and transfer of 123 million in contractor managed/government owned property, personal property, 1600 protective barriers and 500 buildings. The shutdown also required the movement of an excess of 10,000 personnel while maintaining basic life support, airfield operations and force protection. Created and managed integrated schedule that linked dependencies for the shutdown of water treatment facilities, dining facilities, laundry facilities, waste water plants, airfield, environmental cleanup, inventories, contract modifications and the transfer of multiple commands and contractors.
