I was the person who hired Özkan for algorithm developer (then he got the system engineering responsibility of same project) position for The Weather Radar project at RST. At first he was not experienced in Radar area. In a short time he gained all the radar system knowledge and made a concrete background needed for weather radar project. On the other hand he made me teach him the practical stuff needed for the project by asking the key and right questions. Then he solved a lot of issues of project such as Automatic Frequency Correction (AFC), Hydro-meteor Classification, Attenuation Correction, Match filtering of radar signals which are the core challenges in Radar field and project team was stuck because of these unresolved issues. Solving those core issues motivated project team also. In other words, besides his work mentioned, he was the person who made team work on project. So he had a key role for project to succeed. He has great debugging skills. Questioning the issues both at system level and technical level he detects and solves serious issues even if the issue is not related to his specialty. For example he solved some issues of Weather Radar which are related to RF engineering and FPGA programming. I am convinced that he can overcome many issues with his versatile and passionate personality.
