Norm is a partner with Vandeventer Black and concentrates his law practice in condemnation, land use and property rights litigation matters. Norm is a Board Certified Specialist in Real Property Law - Business, Commercial, and Industrial Transactions. He is seasoned in Condemnation, Land Use and Property Rights law and has done considerable work for various electric cooperatives and municipalities. Norm represents both landowners and condemnors. Norm received a B.S. from the University of North Carolina at Chapel Hill and a J.D. from Wake Forest University School of Law, where he served as Research Editor of the Wake Forest Law Review. He is a member of the American (Section on Litigation, Committee on Condemnation, Zoning and Land Use), North Carolina and First Judicial District Bar Associations, the Dare County Bar Association, the North Carolina Electric Membership Corporation’s Counsel Association and the Electric Cooperative Bar Association. Norm is also dedicated to the community and has played roles in several highly visible causes, serving as a member of the Dare County Board of Education; Founding Director and Chairman of Friends of Nags Head Woods (which received The Nature Conservancy National Stewardship Award); Director of Roanoke Island Historical Association; Director, Officer and Legal Counsel of the Outer Banks Community Foundation; and Chairman of Dare County Board of Education High School Facilities Task Force. Norm has served as general counsel for Cape Hatteras Electric Membership Corporation since 1972. He is a frequent speaker at seminars on land use, eminent domain and property rights. Handled broad range of corporate, tax and business matters including multimillion-dollar loan transactions with the Rural Utilities Service and the National Rural Utilities Cooperative Finance Corporation for the electric cooperative as well as all types of litigation in which the cooperative has been or is involved. Negotiated and prepared wholesale power, wheeling, interconnect and long term lease agreements with the electric cooperative's power supplier, negotiated and prepared joint use and long- term lease agreements with other utilities, and advised the electric cooperative regarding its rights and duties under those agreements. Advised management and board of directors on wide range of legal issues and concerns. Represented the cooperative in dealings with state and federal governments on permitting and environmental matters relating to cooperative's transmission facilities located on federal and state lands within Cape Hatteras National Seashore and Pea Island National Wildlife Refuge and other areas on Hatteras Island.
