I have had the opportunity to work with Norm on numerous DoD National Guard Exercises which incorporated concepts for Defense Support of Civilian Authorities (DSCA). During these exercises Norm exhibited great professionalism in coaching, teaching and mentoring these military units. His advise was always welcome and spot on for the situation. Norm is an understated, quiet professional who puts his team and the patients being served by his team first and foremost. While working for Norm during a two-week deployment in Texas I served directly under Norm on the night shift at FMS Tyler, Texas. Any issues that needed to be resolved were attended to immediately. There were difficulties with billeting during Hurricanes Gistav and Ike becuase of evacuee housing needs and Norm was able to resolve these difficulties in a way that provided housing for me and my team mates without adversely impacting evacuee housing. Norm negotiated with Fedeal, State and Local agencies to insure that logitical support for FMS operations exceeded expectations. I would go out the door anytime with Norm in command.
