Contract Monitoring Unit HRADF has established a special unit, the Contract Monitoring Unit (CMU), that is tasked to monitor the agreements with investors ensuring they abide and just as importantly help them develop their investment plan, like an “after sales service”. The Unit acts as a guardian of the privatization contracts on behalf of the Hellenic Republic, the Fund and the investors. The role of HRADF’s Contract Monitoring Unit is to ensure that privatization contracts are executed and implemented as agreed by the investors and all stakeholders meet contractual obligations. In addition, the Unit oversees the smooth and unhindered execution and implementation of completed tenders over assets/projects that belong to the Asset Development Plan portfolio, following their financial closing. These projects include assets that have been matured, developed, or privatized on behalf of the Hellenic Republic by HRADF. The CMU’s mode of operation is to monitor and oversee the complete framework of the agreements, listen to the investors’ needs, monitor market trends, and remain vigilant with regards to their impact on the contracts. The Unit acts as a conduit between the Investors and the competent Authorities and strives to seek solutions when necessary to promote the efficient implementation of the projects. The Unit’s approach is to be cognizant of the contractual developments to act proactively to prevent the raising of disputes, financial claims, compensation requests, and the triggering of arbitration clauses. The CMU is in close collaboration with Ministries and State Authorities. As it accumulates experience, it permeates lessons learned and provides feedback internally to the Fund project teams and externally to the State Authorities. In collaboration with the Chania Chamber of Commerce and through the foundation of an s.a company with the name Business Park of Chania S.A. the construction of a new Business Park is being implemented. According to the business plan, EPIXEIPA CHANION S.A is developing in privately owned area E= 516,351.10 sq.m. The projected investment budget is 14-15 million euros (infrastructure projects) and 598 million euros (2014-2034) or M.O. annual investments of 29.9 million euros. It is a project that, in a particularly difficult financial situation, comes to meet a necessity of the business world of Chania and give a development perspective for the place. EPICHIPA CHANION S.A. submitted an application and complete file on 12-9-2013 at the TAA of Crete for the inclusion of the project in the financial section "JESSICA" program. The file in question was examined competently and the project was successful of the loan financing of the Program. The total budget of the project is co-financed by European program JESSICA by 4.75 million euros as well as from the Cooperative Bank of Chania and the Pancreta Bank with an amount of more than 2 million euros each. The establishment of more than 150 enterprises creates a turnover in construction industry of more than 600 million euros, with an estimated creation of 6,500 jobs not including jobs that will created for the operation of businesses. These figures will be a significant contribution to the local economy in next 10-15 years, are expected to come after the completion of the projects infrastructure. It is a very innovative project even and leverages community resources in a leveraged way. It's 4.75 million on about 15 million investment. These resources because they are loans, with a low interest rate - so low interest liquidity is given, that that the Greek economy needs - they will return to become new again similar investments. The Foundation started in 1983 from a nucleus of 38 families of mentally retarded people. They were united by the common anxiety for the future of the children. Where will they live, who will take care of them when their parents are no longer around, what control would they have over their living conditions? These and many other questions prompted the initiative to create the Boarding School, where children would find a permanent home, with the best possible conditions of safety and care, in a dignified and humane environment. After many, hard and persistent efforts, the goal was completed. The Boarding School opened its operation on September 1, 1997. Today, the Association of Parents and Guardians of Mentally Retarded Persons "THE HOLY RESCUERS" has 52 families for the corresponding number of cared for persons. The operating license specifies the building as a shelter for 52 people with disabilities, with an intelligence index (IQ) lower than 30%. The elected Management of the Association provides continuous supervision, so that the staff, pediatricians, nurses, educators, medical associates, as well as the auxiliary staff in the kitchen and cleaning, to meet the desired level of operation and to enhance the people who live there, the feeling that they are in their own home. The tradition of ABEA begins in 1889, when the French chemist Jules Deiss, licensed by the Paster Institute of Paris, founded the company in the northwestern periphery of the historical center of the Cretan city of Chania, aiming towards the production of kernel olive oil via the processing of its pulp. In 1917 the company was bought by a group of Cretan businessmen - P. Markantonakis, K. Naxakis, K. Manousakis and G. Kasimatis - all of who founded an anonymous firm entitled Anonymous Industrial Company of the "EAST," abbreviated in Greek as A.B.E.A. On the 16th of January of that same year, the new company statute was signed by the provisional government of Eleftherios Venizelos in Thessalonica. On that same year the company extended its activities to the processing and marketing of olive oil, as well as to the production of soap. In 1951 the company became co-operative and remains so until today, represented by the producers of the Cretan region of Chania. In 1994 the installations of the company were relocated to the Municipality of Kerameia within the Prefecture of Chania, where its olive kernel oil production and soap production departments underwent extensive modernization. In 2004, the administration offices were established in the Agrokipio region of Chania along with the olive oil bottling and packaging plant, the latter of which was also upgraded with state-of-the-art equipment that secure the utmost of consumer hygiene. Today ABEA has expanded in the development and marketing of all olive tree by-products whilst retaining traditional Cretan quality - a quality interwoven with the civilization and the culture that flourished around the olive tree.
