Reporting in to the Divisional Director – Waste I was contracted in the capacity of Project Manager for the purpose of mobilising a collection contract for Wiltshire Council. The 8 year collection contract covers the following service areas: residual, recycling (DMR / Glass) chargeable green garden waste, bulky, container retrieval / repair / delivery and clinical. I have written the tender documentation, scored and awarded contracts for the procurement of vehicles, repair & maintenance of vehicles, supply of containers and sacks and PPE. I have led on the development of the round designs for the above services (100 vehicles / 930 rounds), agreeing parameters and ensuring the necessary data is both accurate and provided to the round designers (Webaspx) in a timely manner. The vehicles being used for the contract are installed with Bartec in-cab devices and I have assisted the Head of IT in ensuring the various workflows for the Bartec system are ‘fit for purpose’ in a collection environment and that workpack names are appropriate to identify material / vehicle size and despatch depot. As a key member of the delivery team I have attended all senior transition meetings with the Council. Show less

Represented the City Council on the Staffordshire Waste Officers Group, Joint Municipal Waste Management Board and Neighbouring Authorities Meetings (approx 10 city and county councils). Renegotiated the following contracts with the explicit purpose of reducing revenue costs whilst minimising impact on customer experience; HWRC (WRG, HWS), Recycling MRF (Biffa), Organic (Vital Earth). Led on the successful resolution of a £2m contract dispute with our EfW provider in the Councils favour, whilst simultaneously obtaining improvements in terms. Successful in securing £14.312m of government funding from DCLG to undertake a feasibility study to determine whether state of the art waste separation technology would enable a return to single bin non-organic waste collections whilst retaining compliance with The Waste Framework Directive. Reporting to the Head of Technical Services. My role within Flintshire was divided into a number of service areas, namely Waste Management, Housing and Education. I was initially appointed specifically to establish and lead what is now known as the North Wales Waste Treatment Partnership. My role diversified due to successes obtained in other service areas. Waste Management Directly responsible for bringing together 5 neighbouring Local Authorities to acquire waste treatment infrastructure with a procurement value of £5m and contract value of circa £600m over 25 years. Responsible for the production of all project documentation including; Project Initiation Document (PID), Risk & Issues Register (RIR), and robust project plan. Provided regular reports to project sponsors Chief Executives, Executive Members and officers within the Welsh Assembly Government (WAG) Assisted and supported the North Wales Regional Partnership Board negotiations with the Minister for the Department of the Environment Sustainability and Housing (DESH) to influence recycling targets and WAG policy. In addition I led and project managed the following initiatives: Secured £3.66m of Regional Capital Access Fund (RCAF) to enable the diversion of food waste. Held an away-day to identify projects focusing on recycling initiatives, cost savings and business planning, within which the following initiatives were identified and implemented. The Introduction of a kerbside cardboard collection service The introduction of recycling collections in the main Council office The writing of a 4 year waste management strategy to align with the political cycle Introduce more robust performance forecasting and monitoring specifically in regard to recycling performance Undertook a round review for all collection streams to ensure resource was apportioned appropriately Show less
