      I have been procuring materials and services for the past ten years for the Federal Government under the authority of our Service Contract with the Army (now JBER). During this time, I have issued Purchase Orders and Service Agreements that have ranged anywhere from one dollar to over a million dollars. I have always worked to ensure that the bid process is handled in an expedient manner when possible and that it is done so without violating any laws or regulations. These regulations are not static and often change. I constantly review the FAR’s (Federal Acquisition Regulations), which govern our procurement process, to make sure that we are following the most current policies. I work directly with technical personnel and utilize their specific job knowledge to help me when I develop the requirements for my bid requests. It is my duty to summarize their information and analyze the specifications for the job/lease/build so that I can communicate accurately to our vendors the scope of work. My attention to detail ensures that the bid submittals are acceptable so that there are little to no future amendments. This is extremely helpful in keeping us on budget and not exceeding our approved costs. My current department is a very small outfit. When Materials, Equipment or Services are announced for bid, not only do I author the Request for Proposal in conjunction with the technical staff to help define the specifications, but then I am tasked to review each proposal and analyze if all the provisions have been met. I then put together a bid summary which reviews each proposal. This summary is what is given to our Contracting Officer for review. It identifies which proposal is the best cost/best value and if it meets all our needs. I clarify any differences between the bids and construct the argument to defend which proposal would be the best choice.
