To Whom it May Concern: I am writing to recommend Nicole Finkelstein for any position related to sustainability and/or environmental management. Nicole was as student of mine in the Masters of Science in Environmental Management program at the University of San Francisco in the Spring of 2019. In my class, she completed her Master's project, entitled "Cross-sector Partnerships: Driving Clean Technology in California." Nicole was very proactive during the completion of this project. She was the first student in my section who reached out to me to discuss her topics, and we had many productive discussions about her work. Her project focused on several California cross-sector partnerships as case studies, and she took the initiative to contact many people at these organizations until she found someone who was willing to be interviewed. It can often be difficult to get this kind of cooperation from these types of organizations, especially when it is not clear how they might benefit directly. But Nicole did not give up when she spoke to someone that was less than willing to help her. Instead, she persisted until she did find a willing participant, and this this kind of determination will serve her well in her future endeavours, One of my favorite things about working with Nicole is that I got a chance to learn a lot about hydrogen fuel cell vehicles (one of her case studies was the California Fuel Cell Partnership, or CaFCP). I work on electric vehicles at the California Air Resources Board, and wanted to learn about the other major type of zero-emission vehicle (i.e., hydrogen fuel cell). Nicole's final paper presented a clear and engaging description of these vehicles, along with an analysis of the CaFCP. She also saw an opportunity when she visited the Los Angeles Cleantech Incubator (LACI), and the contacts she made there allowed her to use LACI as another case study in her project. In addition to these case studies, Nicole presented a clear and informed history of clean energy regulations at the Federal and California level in her final project. It was clear that she put in a lot of time to research this topic, and she now has a strong background and understanding of these issues. This understanding will also serve her well in a field related to environmental management. In summary, Nicole's willingness to take the initiative, her persistence, her ability to take advantage of opportunities, and her strong background in environmental regulation make her a strong candidate for any position related to sustainability or environmental management. I would recommend her for such a position. Sincerely, Chris Ruehl Staff Air Pollution Specialist CA Air Resources Board
