My role at APRA, was an interesting and challenging role, that includes managing the merger of the Private Health Insurance Administration Council into APRA and taking on the role of Special Counsel. In managing the merger into APRA I have responsibility for legacy issues such as staffing matters, transitional legal issues and operational issues such as asset management. As Special Counsel I have responsibility for a team of lawyers who specialise in private health insurance, general insurance, life insurance and Friendly Societies. We provide advice (and undertake drafting) on the regulation by APRA of these industries including (for example) compliance with legislative and prudential standard requirements, applications for transfers of business and applications under the Finance Sector (Shareholdings) Act 1998. General Counsel: • Managing (as practice manager and senior lawyer) a small legal team of up to four people to provide advice to PHIAC, senior management and staff. General Manager Industry Operations: • A broad remit covering: - Industry enforcement and policy, industry transactions and prudential standards - Risk management (internal and industry) - Organisational compliance with Commonwealth Government requirements such as the Commonwealth Authorities and Companies Act 1997 and then managing the transition to the Public Governance, Performance and Accountability Act 2013, fraud control and security, file and archive requirements, website standards, internal audit. - Corporate services including: accommodation, including managing lease and tenancy issues, IT infrastructure, Administrative services (Executive support, travel, accommodation, etc), CFO and financial management, Security executive, Delegate under the Public Interest Disclosure Act 2013.
