      Neil worked in a multi-disciplinary property and construction team providing Development Management advice across a range of projects including: - The production of the Planning Viability Statement for the Cuerden Strategic Site in Lancashire (2016-17) on behalf of Maple Grove Developments and Lancashire County Council. This was in support of a major hybrid planning application across the 160-acre site and it articulated the need for high value enabling retail (including an IKEA store), commercial and residential development to unlock employment uses. The project received planning approval in September 2017. - Also at the Cuerden Strategic Site, providing commercial and procurement advice to Lancashire County Council in support of taking forward the development between 2014 and 2017. - Coordinating the preparation of a hybrid planning application to reclaim the former Hartshead power station site in Greater Manchester to create a Country Park via an enabling residential development. - Supporting Manchester Place (a partnership between the Council and HCA to join-up investment and accelerate the pace of housing delivery) from April 2015 through to January 2016 with one of its key aims; bringing forward the Northern Gateway proposition. This has lead to a groundbreaking JV between the Council and overseas investor that will deliver over 10,000 new homes on the edge of the City Centre. Show less

Some key initiatives included: • New East Manchester Ltd (2000-2003) - Seconded to the Urban Regeneration Company (URC) to perform the role of Ashton Canal Corridor Project Director. The role was a mixture of strategy formulation and client-side development management in a pressurised environment. He devised an Implementation Strategy to oversee the regeneration of the then run down swathe that stood between the Regional Centre and the stadium that was the focus of the 2002 Manchester Commonwealth Games. He made the case for investing a cocktail of public sector funding in a programme of infrastructure and environmental improvements to transform the area in the run up to the Games. This also created the platform for the exciting regeneration that is now taking place in this part of the City. • Silvertown Quays Ltd (2005-2008) - Performing the role of interim Chief Executive for Silvertown Quays Limited (SQL); a private sector led SPV involving the London Development Agency. The Docklands scheme proposed a mixed development incorporating 5,000 homes, over 7,000 m2 of commercial and community space and one of the largest aquariums in the world (Biota). His role involved steering the project through a challenging period, holding the partnership together and providing direction and leadership to the core team and a raft of associated support. • Carlisle Renaissance (2005-2008) - Led a team that was commissioned by English Partnerships to help Carlisle City Council (2005-08) develop a vision for how the city centre could regenerate after major floods.
