In this role Neil led significant culture change within the Department at a time the Department was under intense parliamentary and public scrutiny. From November 2003 until September 2005, Neil was Deputy Commissioner, Goods and Services Tax, at the Australian Taxation Office (ATO). He chaired the GST Product Committee that oversees all ATO activities involved in the administration of the GST and that reports to the States and Territories on GST performance.Between December 2000 and October 2003, Neil was Deputy Commissioner, Small Business leading the implementation of a range of business tax reforms while managing income tax and withholding tax obligations of small business. During this period Neil was a member of the Small Business Consultative Committee established to advise the Minister for Small Business.
