As originator in 2005, and director of the west coast office, Neal leads the the firm's urban and architectural design efforts in the western U.S. as well as Australia, including urban and neighborhood design projects, as well as the entitlement efforts associated with block and conceptual building design Before arriving in California, he co-director Torti Gallas’ Urban Design efforts in their Washington, DC area office.Often called upon to work on politically sensitive sites, including multi-ethnic or racially diverse neighborhoods, Neal has led over 100 community design charrettes. In every case, the effort is to engage the community with an understanding of both the reality of the present and possibilities for the future. He also works extensively on the creation of Form Based Codes. To support that work, he has pioneered the use of the firm's innovative and proprietary Town Information Modeling methodology, which tests the impact of code changes on building form and development program, in real time, providing greater predictability and certainty to municipalities and private developers as to the impact of proposed design codes. Neal's urban design projects have been honored nationally with multiple AIA Honor Awards for Regional and Urban Design and Charter Awards from the Congress for the New Urbanism. Included in these efforts are a set of Transit Oriented Developments (TODs) along Washington DC’s Metro rail lines. His master plan for Coast Highway (Historic Route 101) in Oceanside, CA received an Honor Award for Outstanding Neighborhood Planning from the California APA, and the planning of the New Wyvernwood, in the Boyle Heights neighborhood of Los Angeles, which he led, was also awarded a CNU Charter Award. Neal is a frequent speaker at the Congress for the New Urbanism (CNU), AIA, ULI, National Association of Home Builders (NAHB), and the American Planning Association, as well as a periodic guest lecturer at a number of universities
