Duties included reviewing contractor's Baseline Change Proposals (BCP) for technical and programmatic merit. The BCPs vary in financial scope from $100,000 to $50M; technical scope of the BCPs also varies widely. • Peer-reviewed engineering design documents for the WTP • Concurrently perform the duties of the liaison to the Defense Nuclear Facilities Safety Board (DNFSB, a congressionally mandated independent safety oversight) for the Office of River Protection (ORP). TWINS contains the official data characterizing the Hanford tank wastes, including waste measurements, sampling data, and estimates of phase-based inventories and concentrations of some 80 analytes of interest, and tank waste transfer information. Built in Microsoft® SQLServer and .Net technologies, TWINS provides a com¬mon user interface to access 16 heterogeneous relational databases with 14 million records and a document repository of more than 4000 reports. My responsibilities included reviews of data derived primarily from engineering documents, engineering sketches, and design tables; preparing detailed technical comments; and negotiating issues with contractors and safety staff. • Negotiated critical gaps (with EPA and Washington State Department of Ecology) between regulator guidance and the technical constraints and safety driven strategy to characterize Hanford tanks, using unique equipment and methods, for environmental constituents. • Managed contractor baseline changes for an $80M/yr project (Tank Characterization) and defended technology and budget for the project during formal reviews by DOE-Headquarters staff. • Prepared formal answers in response to public comments solicited by DOE in relation to environmental cleanup strategy Show less
