In that regard, I've been leading the project HNQIS (https://github.com/EyeSeeTea/malariapp), that aims to build an Android system to extend DHIS2 capabilities to offline areas, being able to sync with the server, using the Android SDK provided by DHIS2 developers (https://github.com/dhis2/dhis2-android-sdk). In the telecommunications and sensor networks field, I've been the main developer in a project that built an automatic and real-time configured advanced traffic management linux daemon for isolated embedded systems in rural areas of Peru, to provide the needed QoS for the network to support both medical data and normal data (https://github.com/EyeSeeTea/tucan3g-testbed).
