Engaged to lead the Economics and Modelling function for the independent body, today, I provide leadership to a large team, operationalising new techniques and modelling approaches and research delivering high quality outputs and informing economic reforms and project evaluations. A member of the executive and leadership committee, I shape multi-year programs in response to Victoria’s 30-year infrastructure strategy, helping the Government to build on Victoria’s strengths and address inequity. I am proud to represent IV both within the organisation, to the media, our communities and across jurisdictions.• Established IV’s Economics and Modelling function as a critical value-add strategic capability, providing a best practice blueprint for other states and jurisdictions, such as Infrastructure New Zealand;• Built an engaged, high performing team, enabled by robust project methodology, to deliver two-thirds of IV’s research output in partnership with communities, peak bodies, government ministers and agencies;• Led the delivery of a suite of flagship papers driving meaningful decisions and improvements in service delivery, network utilisation and investment planning, including Transport Network Pricing, Public Transport Fares Reform,• Led development of two global modelling firsts, the Spatial Computable General Equilibrium and Victorian Land-use and Transport Integrated Models, enabling the integrated assessment of land use policies/reforms and infrastructure investments in the short and long-run; Show less

A transformational role shaping and supporting DET’s $1.3BN vocational education and training program (VET), I led the development of an outcomes framework, reforming thinking from outputs to outcomes, to empirically monitor and evaluate impact and performance. With accountability for budget funding and allocation, I led a team in creating evaluation metrics to provide clarity across delivery, management and performance reporting. As a trusted partner to the Minister’s office, I also presented new policy recommendations to strengthen the program and championed collaboration across divisions to embed an integrated approach to reform. • Shifted VET to outcomes based performance measures, leading a transformational program embedding new governance and accountability structures across 5 divisions, impacting more than 200 stakeholders; • Aligned vocational education and training provision to macroeconomic and regional needs, leading Whole of VIC Government’s Occupation and Skills Employment and Replacement Demand Forecast, 2011-2031; • Developed a survey measuring the training outcomes of 40,000 students, analysing and translating complex findings into policy responses; • Created an engaging and challenging environment for research teams, enabling performance through a programming and automated approach to data analysis, a solution driving a 3-fold uplift in productivity. As Senior Economist within Minister Peter Ryan’s series of Regional Business Leader Forums, I was responsible for leading economic consultation and analysis for the Regional Workforce Planning Initiatives Project. Working in close partnership and collaboration with regional councils, industry leaders and stakeholders, I led roundtable discussions to identify labour market needs, economic risks and opportunities and key priorities of focus. I also provided analysis on current economic performance, helping the Minister’s Office, Secretary and senior officers to assess the impact of programs across industry and regional development. • Presented regional recommendations to Minister Ryan to transition businesses and workers from a rapidly declining heavy manufacturing sector in Victoria, guidelines endorsed by businesses and stakeholders; • Provided labour market analysis on a wide range of economic modelling projections for each regional economy as principal author for regional economic profiles. A division of the Federal Government Ministry in Malaysia, the Economic Planning Unit reports directly to the Prime Minister and is responsible for developing national economic policies. As a Senior Researcher, I led the development of a computable general equilibrium (CGE) economic model, the first capability if its kind enabling evidence-led policy analysis and development. During this period, I provided thought leadership and technical guidance to protect teams of 20, forging collaborations with Government departments and universities in both Australia and Malaysia. • Developed a functioning CGE model for the Malaysia Government from the ground up, enabling the analysis and evaluation of policies to improve economic productivity and reduce inequity; • Led a new area of research with high quality outputs and findings recognised by the World Bank; • Delivered and presented papers internally, at universities and conferences.
