  Responsible for start-up of a new multi-level and stakeholder government exchange network. Within three years, the technology was tested and implemented in all 50 States, federal government (EPA), and 7 Tribal communities. Later managed and oversaw hundreds of task orders as a Technical Director overseeing policy related tasks, and later as Region Manager in Philadelphia and Atlanta. Commercial client work included developing environmental regulatory training, writing complex permit applications, and doing risk assessment of environmental liability resulting in mergers and acquisitions. State experience focused on business process re-engineering and organizational analysis of state environmental agencies. These were comprehensive reviews of nearly all their processes including permitting, compliance, reporting, laboratory management, financial/budgeting, and other administrative process. One agency saw 70% increase in outputs in one process alone.
