The Saudi Energy Efficiency Center (SEEC) is the official entity responsible for the energy efficiency efforts in the Kingdom of Saudi Arabia with the mission to improve the efficiency of domestic energy consumption.As part of SEEC mandate, SEEC is launching an initiative to improve the energy efficiency in the utilities sector with a focus on Power Generation, Electricity Transmission & Distribution and Water Desalination. The initiative’s objective is to develop a comprehensive regulatory framework that will enable the utilities sector to improve its energy efficiency. Leading and participating in the following tasks & accomplishments:- Developed in-depth database on locally & internationally adopted benchmarks for energy efficiency levels.- Leading the KPIs selection process for the utility sector in coordination with all relevant entities.- Leading in gathering data on local and international best practices and conduct simple & complex assessments related to those best practices in EE.- Leading for data validation process by different communications and tools such as: (EE audit, Site visit, Automated software…etc.).- Heavily communication and coordination with all power generation & cogeneration companies in order to establish EE baseline and benchmark.- Heavily participating to find benchmarks related to regulations, standards and best practices in energy efficiency.- Participating in workshops with utility companies and original equipment manufacturers (OEMs) in order to mobilize the sector toward EE best practices.- Continues engagement and coordination with all relevant governmental entities in order to have alignment on any outcome that serving EE improvement.- Participating in technical consultants’ companies recruiting and hiring process such as: (Request for Proposal, evaluations, Interviews…etc.). Commercial & Normal Operation of largest Private Combined Cycle Power Plant worldwide (4000 MW): - Targeting high effective & optimized operation. - Provide Recommendations based on the manufacturer requirement and process needs. - Ensure that the plant runs with maximum availability, reliability and efficiency. - Ensure implementation of effective policies and procedures relating to power plant regulations and agreements. - Continues monitoring the performance of the plant and to ensure that all the parameters are within allowable limits. - Carry out trouble shooting, in coordination with operation staff. - Carry out Yearly Net Dependable Capacity Test (NDCT) for each contract year to achieve and declare the targeted capacity. - Ensure identification of root cause for the identified non conformances/deviations and to implement corrective actions/preventive actions. - Coordinate with Shift Charge Engineer and Chief chemist to improve the efficiency. - Continues monitoring of Gas turbine, Steam turbine & Surface Condenser performance parameters. - Continues performance monitoring of remaining rotating and stationery equipment especially critical equipment. - Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled and updated. Commercial & Normal Operation of 2000 MW Combined Cycle Power Plant:- Head of thirty personal in the shift including operators and seniors.- Actively participates in the Job Hazard Analysis and ensures every team member complies with all Safety Procedures and applicable task-oriented job safety analyses.- Issues Work Permits and makes sure tag in/tag out and boundary isolation process is properly done.- Controls the plant process and electrical distribution.- Coordinates with dispatcher to follow up generation demands.- Responsible for upholding the administration and implementation of the site’s Safe Work Process and Procedures- Handling many coordination and communication between all plant’s departments during shutdowns and critical tasks.- Assists in scheduling daily maintenance actions, plant configuration changes and varying power generation levels.- Understands and masters the Plant Emergency Handling Procedures.- Trains, directs and supervises plant & shift personnel. Commissioning & Operation of 2000 MW Combined Cycle Power Plant:- Participating in plant’s equipment major RFIs “Ready for Inspections”, - Participating in many commissioning tests for plant such as: - Reliability Test. - Performance Test. - Over Speed Protection Test. - Load Rejection Test- Island Mode Test- Fuel Change over- Coordination between the contractor (EPC), project team and dispatcher to ease performing any test and matching generation demands.- Participating in preparation of a punch list to receive a safe and reliable power plant for operation.- Participating in many operation simulations scenarios and dense core trainings.Major Training Achieved:- GDF SUEZ program in IPP11 in September 2013 : Intensive practical program about the simple cycles and combined cycles as Operation & Maintenance .- General Electric (GE) training program in the United States of America (New york state) from September 2014 to November 2014Gas Turbine intensive training including : Operation by simulator , Maintenance , control system markve and excitation for the unit.- STF Company in Italy , Milan provide us with a heavy training about HRSG “ Heat Recovery Steam Generator” in 6 weeks at April 2015 includes : Thermodynamics , Design aspects , Operation and Maintenance of HRSG.- Alstom Company in Switzerland , Zurich provide us with an operation course about Steam Turbine in May 2015.
