Distribute vouchers on a monthly basis. To make sure that everyone, legally, inside the camp has received the voucher. Any person enters the camp has to be registered and affixed to has the voucher. To make sure that the numbers of vouchers is identical to the number of family without increase or decrease. Monitor the prices inside the shop and that it match to the market prices.
