Pro-actively monitors and builds the capacities of municipal institutions, assesses/evaluates developments in the fields of human and community rights and democratization accompanied by remedial action when appropriate. This includes reporting, project development and implementation as well as other forms of assistance or advice, aiming to improve compliance with international human rights standards and principles of good governance; Regularly meets local counterparts to exchange and gather information on human rights and good governance issues, assesses and reports on developments, successes and concerns regarding compliance with human rights standards and good governance principles; Co-operates and co-ordinates work with colleagues in Field Teams and the Regional Centre as well as programmatic sections in Headquarters; Is responsible to identify key human rights and good governance related issues in the incumbent's Area of Responsibility and were deemed necessary follows up with analytical reporting, including recommendations to the Regional Centre Senior management, developing and implementing projects on regional level, and evaluating impact and achievements; Identifies and analyses capacity-buildings needs of municipal officials and contributes to the drafting process of a capacity-building strategy for those officials; Ensures effective support to municipalities in the process of local governance reform and capacity building in line with good governance principles; Reaches out to all local communities/assesses their situation and reports on identified needs; Drafts policy recommendations that address specific good governance and human rights issues/concerns; Contributes to the reporting and to periodical analytical reports of the Department.
