I had the good fortune to work closely with Michel Rowland Garcia in the design and implementation of large and complex democratic strengthening projects in Ecuador and Bolivia. Michel is an outstanding manager who sets a clear vision for his team, leads them toward it with careful judgment, and holds them accountable for results. Michel is also an excellent strategic thinker who consistently brings sophisticated know-how and understanding to the arduous and long-term task of building institutions and guardrails to safeguard emerging democracies. He navigates Latin America’s uncertain and rapidly changing political environments with calm and courage, and has been a great partner to USAID in addressing complex development challenges in difficult settings.
