Served in leadership positions along the United States border in California, Arizona, Texas and Puerto Rico leading multifaceted sea, air and land border security operations. Principal architect of CBP’s Unmanned Aerial System (UAS) program, having tested evaluated, and successfully implemented DHS' first operational deployment of unmanned aviation systems including Elbit Systems' Hermes 400 and acquisition of the first in a fleet of General Atomics MQ-9 Predator UAS systems. In 2004 served as USBP Chief of Air and Marine Operations, and in 2005 as the first Deputy Assistant Commissioner of CBP’s Office of Air and Marine, responsible for leading the world’s largest aviation and maritime law enforcement organization. Returned to field command in 2007 as an Air Branch Director, leading aviation operations and federal law enforcement activities focused on securing the borders of the United States against terrorists and weapons of terror. Inaugurating member of the Unified Command of the Department of Homeland Security’s Alliance to Combat Transnational Threats (ACTT). Meritorious service awards include the 2008 Commissioner’s Award for Mission Integration, and the U.S. military’s National Defense (Desert Storm) and Air Reserve Forces Meritorious Service Medals while serving with the 196th Tactical Fighter Squadron (ANG) from 1985 - 1993.
