While there were measures for food security, stakeholders did not understand the dynamics driving food insecurity. As part of the Mathematica led evaluation we developed several systems maps that outlined these dynamics and the government adopted them and developed a series of programs addressed at mitigating what we highlighted. This Mali evaluation utilized variations of numerous scales including household access, dietary diversity, coping strategies and hunger. • Served as the MCC M&E technical lead and provided input for various third party impact evaluations of electrical network expansion (Social Impact-Malawi RCT of Infrastructure Development and Power Sector Reform-base and endline household data collection with utility based mixed method measures gathered quarterly), WASH (Center for Disease Control-Zambia PSM with base, mid and endline mixed method data collection of Bundled Infrastructure and IEC Interventions), Agriculture (Innovations for Poverty Action-Mali RCT with base, mid and endline mixed method data collection of Alatona Irrigation Project as well as a proposed three more rounds of data collection to look at long term residual effects after project completion) and Education (Mathematica-Niger RCT with mid and endline data collection of the Niger Education Compact). These countries included Bangladesh, Sudan (before the referendum), Georgia and El Salvador. Once these drivers were identified and “unpacked”, robust theories of change were developed that lead to changes in program design and revisions to CDCS budget requests, etc. The FTF M&E framework in the 2010 Bangladesh MSRP was noted when it won MSRP of the Year. • Provided input and oversight into the Social Impact mixed method impact evaluation of bundled FTF programming in rural Bangladesh.
