Partnered with FEMA, DHS, and State emergency management teams. Developed a comprehensive deployment plan for ARNG forces for a three year period in support the Afghanistan mission while simultaneously planning for the reduction of ARNG aviation forces in Iraq, Kosovo, and Multi National Forces – Sinai. Planned, implemented, and managed in conjunction with DHS-Customs and Border Patrol, a South West Border Aviation Interdiction plan and operation for 2 years. Managed $800 Million annual aviation operations, maintenance, safety, and training program over the past three years executing 98% of budget. Conceived and implemented an internal staff redesign resulting in improved efficiency and customer support. Developed and implemented a National Safety Campaign improving the safety culture of the Army National Guard by promoting risk analysis, accident reduction, and integration of other disciplines including chaplains, surgeon’s office, and occupational health. Flying hundreds of missions bringing relief supplies to citizens in need during the first two critical weeks following the storm.• Commanded the 42nd Aviation Brigade of 3200 Soldiers spread over 13 states from Oct 2008 to Nov 2009.• Commanded 1/142 AVIM Battalion from March 2003 - April 2005 deploying in support of Iraqi Freedom II as the III Corps Aviation Intermediate Maintenance Battalion supporting over 500 aircraft in theater with over 600 soldiers and contractors.• Implemented a strategic plan that included actions plans for converting to different types of helicopters the state which involved the training of crews and maintenance personnel, facilities improvements, and logistics plans.• Planned, directed, and maintained Force Protection improvements at each of the AASFs and other specified locations throughout the state over a 3 year period.
