Managed the operations, maintenance, training, safety, deployment for combat, and execution of the program for 54 states and territories. Provided recommendations and advice to the Director, Army National Guard and Chief, National Guard on all matters related to Aviation and Safety Programs. Successfully directed 4 regional aviation training sites, 4 regional maintenance depots, and the Safety Program for all 365,000 ARNG soldiers. Architect of Aviation Response plan for Hurricane’s Irene, Isaac, and Sandy. Orchestrated consequence response forces in concert with state and federal agencies providing search and rescue, logistics support, and command and control forces to incident leaders. Partnered with FEMA, DHS, and State emergency management teams. Developed a comprehensive deployment plan for ARNG forces for a three year period in support the Afghanistan mission while simultaneously planning for the reduction of ARNG aviation forces in Iraq, Kosovo, and Multi National Forces – Sinai. Planned, implemented, and managed in conjunction with DHS-Customs and Border Patrol, a South West Border Aviation Interdiction plan and operation for 2 years. Managed $800 Million annual aviation operations, maintenance, safety, and training program over the past three years executing 98% of budget. Conceived and implemented an internal staff redesign resulting in improved efficiency and customer support. Developed and implemented a National Safety Campaign improving the safety culture of the Army National Guard by promoting risk analysis, accident reduction, and integration of other disciplines including chaplains, surgeon’s office, and occupational health. Led the organization, with a $94 Million budget, with a focus on operations, standardization, maintenance, and safety and superior customer support. • Managed a program flying over 80,000 accident free hours.• Our team flew over 100,000 passengers and 2 million pounds of cargo both in the states and overseas to include combat missions in several theaters. • Improved the operational availability of the aircraft and crews over a 6 month period by 25% using innovative management and improved reporting processes.• Partnering with the Army Material Command, we improved the modernization levels (14%) and maintenance availability (18%) of the fixed wing fleet.   Director and Program manager for the aviation and safety programs of the NY Army National Guard. Managed three Aviation Support Facilities with 140 full time Federal Military Technician employees that focused on crew training, maintenance, operations, and safety for over 1200 traditional aviation Soldiers in NY National Guard. Principle advisor to the Adjutant General and Safety Officer/ Manager for the NY National Guard including both Air Guard and Army Guard forces.• Managed the training and mobilization of NY aviation units that deployed in support of Iraqi Freedom and Enduring Freedom. • Programmed for and managed a $10 million flying hour program. • Conducted contingency domestic support missions that included responses to the 9/11 terror attacks in NYC, deploying as the on-scene safety and occupational health manager for forces deployed over the 6 month period at the World Trade Center site. • Deployed as the Task Force Aviation Commander to Hurricane Katrina in support of Mississippi Relief efforts. Flying hundreds of missions bringing relief supplies to citizens in need during the first two critical weeks following the storm.• Commanded the 42nd Aviation Brigade of 3200 Soldiers spread over 13 states from Oct 2008 to Nov 2009.• Commanded 1/142 AVIM Battalion from March 2003 - April 2005 deploying in support of Iraqi Freedom II as the III Corps Aviation Intermediate Maintenance Battalion supporting over 500 aircraft in theater with over 600 soldiers and contractors.• Implemented a strategic plan that included actions plans for converting to different types of helicopters the state which involved the training of crews and maintenance personnel, facilities improvements, and logistics plans.• Planned, directed, and maintained Force Protection improvements at each of the AASFs and other specified locations throughout the state over a 3 year period.
