Project Leader for the largest Master Plan/EIS contract ever awarded by SWDIV NAVFAC. In order to comply with the Defense Base Closure and Realignment Act of 1991 a single contract providing multidisciplinary planning and environmental services was used. Containing over 55 deliverables and an accelerated schedule, careful coordination with three Marine Corps Commands and MCHQ was essential. Products for the proposed MCAS Twentynine Palms included a BFR, FPD’s, Master Plan and Siting Study. Provide technical leadership for contract management, budget, quality, schedule, coordination with stakeholders, regulators, designers, briefings and communication. Compliance with NEPA, CZMA, Historic Preservation Act, Endangered Species Act, Clean Air Act, Water Pollution Control Act, and RCRA.
