During a time when UNICEF's Programme Division was reforming and its former Gender, Participation, and Partnerships section was no longer funding a centralized Urban Affairs department at its headquarters, it became of critical concern that the de-centralizing of UNICEF's field program support for urban children might have negative consequences. I was hired as a consultant to identify key country offices with a high degree of involvement in urban areas, and provide analysis as to their specific areas of activities in order to identify trends, commons issues, and innovative program approaches. This research resulted in a UNICEF working paper which I authored, entitled, "Survey and Assessment of UNICEF's Recent Programme Work in Urban Areas, 1999-2000" detailing the state of UNICEF program interventions to improve the situation of marginalized urban children and provide examples of lessons learned.
