Melanie's leadership, process and project management skills, and her experienced finance and accounting acumen were all strengths that were well demonstrated during our time working together while at the City of Hastings in recent years. One of the most notable projects I had the privilege of working with Melanie on was the City of Hastings' first deep analysis and evaluation of utility rates in more than 20 years. These efforts involved close examination of the City's track record of operational expenses for its utility enterprises, along with forecasting projected capital improvement project investments on its utility systems, and an analysis of the City's rates compared to peer municipalities. Ultimately, this process culminated with a recommendation to the City Council to transform the City's rate structure, which was well received and approved for implementation.
