      Part of the Thames Estuary Production Corridor, Creative Estuary was awarded £4.3m in 2019 by the Department for Digital, Culture, Media and Sport, administered by Arts Council England. The aim is to use culture as the catalyst for growth, making the region an attractive location for creative individuals and businesses to work, collaborate and grow. Creative Estuary is one of 5 projects supported by the Cultural Development Fund which marks a new approach to cultural and creative investment, focusing on geographical location and the effect that strategic investment can have on economic growth and productivity. The Cultural Co-location project will be testing and demonstrating new practice in the role of culture in planning and placemaking, through co-locating cultural facilities within planned civic infrastructure in different development scenarios. The group will explore opportunities to integrate cultural facilities into civic buildings and outdoor spaces, facilitating places for creative activity from flexible artist studios to large scale performance and exhibition spaces. There are three elements to the project overall; two pilots projects in Ebbsfleet and Purfleet and a programme of learning, sharing and influencing with the aim of delivering long-term impact. As a pilot programme, Creative Estuary can take risks and try new approaches, test models and work with new partners. This will enable cultural, community and commercial organisations to work more closely together, to re-imagine the Thames Estuary’s future.       Community Consultation for Quality of Life (CCQOL) is a major research project to develop a new, map-based model of community consultation that takes place both online and face-to-face across the UK. Our aim is to let people input into digital maps so we can measure and assess the impact of changes to their neighbourhoods. Used alongside data that assesses social and environmental value, this will enable us to gather data continually so we can: get a holistic view of land use; promote the use of maps and open data for for democratic decision-making in planning; widen participation to tackle climate change and social justice issues.       Max was one of three Partners leading the practice at Farrells, with responsibility for strategic planning and communications. His role included liaison with local and national government on high speed rail and aviation strategy including proposals for a new transport ‘super hub’ at Old Oak Common where HS2 meets Crossrail in West London and the expansion of Gatwick based on a second runway. He was involved in international projects in Asia and the Middle East as well as overseas clients investing in the UK. What makes the awards different from other industry awards is that they recognise those buildings, places and spaces that are loved by local people, for both their high quality design and positive impact on the local community. The Civic Voice Design Awards are the people’s choice for architecture and the built environment. Unique in England, the awards are a national celebration of well-designed new build, heritage and public realm projects nominated by local community organisations. What makes the awards different from other industry awards is that they recognise those buildings, places and spaces that are loved by local people, for both their high quality design and positive impact on the local community.

      Max was Project Leader for the Farrell Review of Architecture and the Built Environment published to critical acclaim in 2014 and described by the Culture Minister as “the most thorough and wide-ranging exercise that has taken place in this sector for several generations”. As the author of the 40,000 word report, Max based the findings on workshops with industry leaders held throughout the country focusing on themes including cultural heritage, urban design, architecture policy, sustainability and economic benefits as well as hundreds of responses to the online call for evidence. As a direct result of the Farrell Review; • Public Practice was set up by Finn Williams, one of the official Champions of the Farrell Review. It places architects and urban designers into local authority planning departments helping to address the chronic shortage which is a major issue for quality placemaking. • The industry-led Place Alliance was formed with over 100 member organisations who have regular’Big Meets’ hosted by UCL. Max’s involvement continues as a member of the Core Supporters Group • The Urban Room Network was set up with over 20 venues established throughout the country, where communities can engage with the planning of their towns and cities. Max’s involvement continues as a Founding Member. • Place Review Panels have been set up in Croydon and by the OPDC based on key recommendations for design review to be broader, earlier and multi-disciplinary • The first ever Select Committee for the Built Environment was established by the House of Lords, which Max gave evidence to quoted in their report ‘Building Better Places’ • Architecture moved from DCMS to DCLG who set up a Design Quality Panel which Max was a member of. MHCLG appointed a new Head of Architecture as recommended by the Farrell Review. • Recommendations were endorsed by Lyons Housing Review which informed Labour Government housing policy.
