As Health Sector Leader North, Matthew was responsible for leading, securing and developing various healthcare projects for Laing O’Rourke in the North of England. Matthew worked on a number of projects at various stages in the development process within the Local Improvement Finance Trust (LIFT) for Bury, Tameside & Glossop Community Solutions which allows the public and the private sector to invest in new premises in new locations, providing patients with modern integrated health services in high quality, fit for purpose primary care premises. Matthew carried out various roles ranging from the production of a strategic development strategy for NHS Bury and NHS Tameside & Glossop to the Outline and Full Business Case for sign off by various boards as Project Director (the document used has acted as the benchmark for other LIFTCo’s nationally). He led the commercial transaction of three large Primary Care Centres ensuring that all the relevant board approvals and contractual documentation was executed so that all the risks were captured within the financial transaction.
