  As Health Sector Leader North, Matthew was responsible for leading, securing and developing various healthcare projects for Laing O’Rourke in the North of England. Matthew provided specialist healthcare knowledge to all parts of the northern business of Laing O’Rourke ensuring that the products and services delivered to our health client’s standout from the crowd. Matthew managed health and strategic planners, project and design managers in the planning and design of numerous healthcare facilities including primary care, acute and mental health care. Matthew led the interface with client groups to translate clinical needs into design briefs for our design teams and consults with Laing O’Rourke’s construction delivery teams during the design process, using their expertise to validate design solutions for efficient and safe construction processes ensuring scheme designs are providing value for money. Matthew understands the key drivers behind successful project delivery and the criticality of stakeholder negotiations in providing project solutions that deliver the client requirements, whilst maintaining project momentum.   Matthew worked on a number of projects at various stages in the development process within the Local Improvement Finance Trust (LIFT) for Bury, Tameside & Glossop Community Solutions which allows the public and the private sector to invest in new premises in new locations, providing patients with modern integrated health services in high quality, fit for purpose primary care premises. Matthew carried out various roles ranging from the production of a strategic development strategy for NHS Bury and NHS Tameside & Glossop to the Outline and Full Business Case for sign off by various boards as Project Director (the document used has acted as the benchmark for other LIFTCo’s nationally). He led the commercial transaction of three large Primary Care Centres ensuring that all the relevant board approvals and contractual documentation was executed so that all the risks were captured within the financial transaction.
