While working with Matt at the Digital Impact Alliance (DIAL), I appreciated his ability to think strategically about our partnerships and programming. He was able to connect us with important strategic partners at the right time to build coalitions where together we can achieve more than going ahead alone. Matt thoughtfully identified opportunities for collaboration and laid the groundwork for long-term partnerships. I highly recommend working with Matt and I hope to work with him sometime in the future.

Matt is a genuine digital development professional who maintains a high level of fluency in current tools and approaches. Everyone I know who has worked with Matt has appreciated his dedication to accuracy, patient honesty and consistent managerial style. Matt thinks critically about the application of technology in development projects to identify the approach that makes the most sense, regardless who originally proposed it. He is calm and diligent manager who keeps projects on course through a combination of professionalism and genuinely caring the project has impact. Matt has also been involved with the work of a lot of organizations, meaning he has a strong sense of the field of ICT4D, can put ideas for potential projects into context and can apply lessons learned from one part of the universe to another. It means he is both a good point of departure for organizations looking to found or reconsider their digital strategies and a long-term partner for implementing those strategies. I have personally seen him been handed floundering projects and resuscitate them. He genuinely respects and believes in the abilities of colleagues in developing countries. If projects or funding allowed, he would always co-design and jointly build tools, business models, programs, etc. with colleagues in the global south. He is very dedicated to surfacing the voices of all stakeholders. Even then, his curiosity and desire for impact will sometimes see him spending his own time and resources to research answers that no one else has produced. It is entirely accurate to think about Matt as the embodiment of the Principles for Digital Development.

My core role covered program & business development, agile project management and technology research, including facilitating workshops with clients to help them frame their needs and design technology solutions. I directed Aptivate’s digital / social marketing activity, organised and facilitated large and small events - significantly raising Aptivate’s profile. While at Aptivate, I led a multi-disciplinary team of post-doctoral researchers and industry practitioners to develop and publish a practical guide to the evaluation of the role of technology in citizen engagement, including extensive wide-ranging literature review of participation, citizen engagement and the role of ICTs within these fields. My role included the support, co-design and remote management of published field evaluations into U-Report (Uganda) and MajiVoice (Kenya). I also conducted primary research and field evaluation of the impact of technology on participatory budgeting in Brazil, including landscape research into participatory budgeting and digital democracy, managing a large-scale exit poll (online and offline) and Interactive Voice Response survey.

Computer Aid are the first and biggest organisation to refurbish PCs in the UK and provide them to NGOs who desperately need them in developing countries. I worked with this small NGO in Northern Peru to help them increase their throughput of international volunteers and their effective management of these volunteers and their local community based project. This was primarily through managing the redesign of their website by an external vendor, and also included strategic analysis and redesign of many business and marketing processes. I co-founded Fuse Jobs (originally known as Work Additions) as a niche employablity consultancy working with public, voluntary and private organisations specialising in managing into-work training programs and working with companies on diversity recruitment and corporate social responsibility agendas. We re-branded in 2006 as an online entrylevel jobsite and advice to meet the significant gap in service provision, as well as a gap around diversity-recruitment for employers.Despite having established partnerships with over 500 training providers and charities across the capital, and receiving over 30,000 unique users per month, Fuse Jobs unfortunately had to close in 2009 due to funding and financial pressure of the recession.
