Sierra Environmental Services was incorporated into R & B Engineering, Inc. in 1990 expanding into a full service Civil Engineering and Land Planning firm. Processed subdivision permitting with Placer County in accordance with State and County regulations, and originated innovative solutions to complex land use issues. Provided environmental engineering support to the land use permitting team and provided engineering support during the land use entitlement process in accordance with the California Environmental Quality Act (CEQA) and local regulations. Responsible for engineering designs of sewage collection and disposal systems, observation in the field during construction, all interface and coordination with regulatory agencies and contractors, and record documents and all required documentation for project close out. Responsible for origination of designs, management of design and drafting staff, interface and internal coordination with planning and engineering departments, and project representation to and permitting with various regulatory agencies. Appointed to the Blue Ribbon Committee for the update of the Placer County On-Site Sewage Disposal Ordinance by the Placer County Board of Supervisors, and was contracted by Placer County to originate the standard drawings for the updated ordinance.

Originated applications and successfully obtained permits for on-site sewage disposal throughout a five County region. Processed subdivision applications through Placer County, specializing in property with challenging land use constraints. Provided all engineering required to obtain approval for subdivisions, represented projects to various County agencies, administered contracts with and managed surveyors and subcontractors.
