• Direct and advise professional and support staff within the Labor Relations Department. • Develop, implement, and revise a plan for the department, laying out goals and objectives for department. • Counsel the president, personnel committee, executive committee, and state committees on legal/contractual issues. • Assign cases to labor relations staff, including assignment of research, information requests, and other paperwork for processing cases. • Respond to inquiries from members and staff. • Evaluate department personnel, including scheduled evaluations, hiring, disciplinary. • Advise local grievance chairs on grievances processing/investigations(s) including attending preliminary/disciplinary meetings. • Investigate grievance, interview witnesses, report on cases and recommend action to Statewide Grievance Committee; present arguments to management. Seek to resolve grievance. • Investigate unfair labor practice allegations, analyze and prepare Unfair Labor Practice (ULP) cases, consult with legal counsel, present recommendations to Executive Council and file charges. Seek fair settlements of ULP charges. • Counsel Statewide grievance committee, negotiation teams, State Meet/Discuss, department chairs and other faculty and coach groups regarding contract languge, implementation and negotiations as appropriate. • Complete relevant research, cost analysis, draft contract language and proposals for negotiations. Draft negotiated language changes for ratification and draft final copy for ratification. • Conduct workshops and training sessions for faculty/coaches engaged in, or who may become engaged in, processing grievances, negotiations or implementing contractual issues. • Direct support staff in creating and maintaining case and negotiation records • Process and investigate laments and grievances and prepare cases for arbitration. * Appointed to negotiation team for State System and APSCUF for contract bargaining .
