I wholeheartedly recommend Mark Topping. While he was at the City of New York he managed roughly 20 IT professionals and provided guidance on countless different/unique City technology projects. He would be an asset to any organization.

I worked with Mark for two years while at the NYC Technology Development Corporation (TDC). Mark is a consummate professional. He brought a wealth of best practices and industry standards to TDC's operations. He was the driver behind implementing tools, controls, and processes that significantly matured this startup non-profit entity. Mark also made a point to stay current with industry news and personal certifications. He was always willing to share his knowledge with other team members. I was fortunate to have the opportunity to work with and learn from Mark. He was an invaluable asset.
