      HCR's Division of Housing and Community Renewal is responsible for the supervision, maintenance, and development of affordable low-and moderate-income housing in New York State. DHCR performs a number of activities, including oversight and regulation of the State's public and publically assisted rental housing; administration of the State's rent regulations and protection of rent regulated tenants; and administration of housing development and community preservation programs, including State and Federal grants and loans to housing developers to finance construction and renovation of affordable housing.       Under my leadership the department retained 16 staff members through a difficult budget period. With a tight budget of $900,000, the department increased its revenue by 30% and increased productivity by 15%. In 2010 Mr. Warren was sworn in as Commissioner of Buildings for the City of Mount Vernon. Mt. Vernon’s four square miles is home and work for a diverse population of 67,000 as well as 12,000 properties. The city experienced remarkable commercial and residential growth over the past five years, which led to a heavier workload and management responsibilities for him and his staff of 16. Among his notable accomplishments, he brings an understanding of the codes and regulations to the public in a manner in which development is fostered. Under his watch, the office infrastructure was renovated, increasing the productivity – efficiency – staff moral – file system recovery and public awareness. Commissioner Warren’s comprehensive approach to the work of his department includes: • Enforcement of the codes and regulations to protect the public from the hazards of fire and inadequate construction by enforcing the Uniform Code; • Issuance of building permits for most construction and to obtain sufficient information to allow it to determine that the proposed construction conforms with the Uniform Code; • Conduct construction inspections; • Conduct fire safety and property maintenance inspections of certain existing buildings; • Establish and implement procedures for identifying and addressing unsafe structures and equipment; and • Establish and implement procedures for addressing bona fide complaints about conditions or activities which asset noncompliance with the Uniform Code.
