Responsibilities include the full range of acquisition support from micro purchases to large dollar and complex acquisitions; to include construction, architectural and engineering contracting. I directly support in the development of requirements - validating, planning, negotiating, executing, managing, modifying and closing out contractual actions for The Kennedy Center in its entirety. This includes facilities operations and maintenance as well as productions and supply. I utilize Procurement Desktop (PD) software to issue solicitations and Invitations for Bid documents in accordance with FAR and government regulations using FedBizOps (the government point-of-entry website portal for competition) and reporting using FPDS-NG. It is my responsibility to decide on the best vehicle for purchasing based on multiple options of JFKC Trust, purchase orders, delivery orders, IDIQ, BPA, FSS, and others. I apply business expertise to determine contract method and evaluation criteria, and then perform a detailed analysis of responses to include: coordination, performing price analysis, determining responsible profit objectives and risk, past performance, and observation of the source selection evaluation board while evaluating cost and pricing data, negotiations, and awards. My responsibilities include contract awards, management and administration required by the contract through the life of the contract from cradle to grave to include (but not limited to): performing all required file documentation; issuing award, modifications and close out documents; performing all administrative duties as required and in keeping with all applicable directives; creating determination and findings documentation; exercising authority in conflict resolution in cases of dispute; monitoring contractor performance to ensure compliance with terms and conditions of the contract; and identifying and resolving issues. Supported Defense Human Resource Activity (DHRA) and The Defense Contract Audit Agency (DCAA); Utilizing Database management system (DBMS) to process LDA’s and reconciliation of violations. I researched, validated and posted Unmatched Disbursements (UMDs) as well as update and monitor UMDs. I Interpreted data and identified related transactions to determine root causes/source of problem and identify trends and corrective solutions regarding vouchers and invoices sent to DFAS. I reduce problem disbursements by reviewing and processing TBS’s and TBO’s for DCAA by researching, analyzing and processing a variety of recurring accounting transactions in addition to balancing transactions. Effectively operated the following databases: CEDMS, DCAS, EDA, EDM, ADS, OLRV, MOCAS, CHOOSE, DBMS, DARTS, DDARS, DRRT, DCPS, and ENCOMPASS. I prepared, processed and updated SF 1081s based upon receipt of the Funding Authorization Documents (FADs); posted disbursement and obligation transactions processed by the designated disbursing office to the appropriate accounting system and maintain documentation and contracts for future review, audit readiness. I validated, monitored and controlled accounting records and specialized ledgers to accurately record and report status of funds. I trained all new employees on these workloads and provide evaluations to upper management. I created multiple SOP’s for financial processes and transactions in order to more effectively educate others. These SOP’s are now given to other teams for future use. -Awarded Above and Beyond the Call of Duty -Received 11 other forms of recognition including Most Valued Technician Award -Unit Fire Marshal for Building 21 on DSCC Installation -CRN (Crises Response Network) -founder and Leader of JAQGB Branch Committee -Active member of the European-American Program (EAP), Holocaust Remembrance Committee and Combined Federal Campaign (CFC) Show less
