I worked with Marie from 2006 through 2008 and knew her from our US Air Force days.       In the aftermath of the 9/11 attack on the U.S., the water industry felt increasing vulnerability but had no industrial security programs. I designed and directed the security program and linked it to safety operations for the Department of Watershed Management (a combined drinking water and wastewater treatment utility with 1400 city utility employees and 60 sites throughout two counties serving a population of over 1.5 million). Developed safety/ security protocols and disaster preparedness plans that met and anticipated codes and regulations in response to Public Law 107 (Terrorism Prevention and Disaster Preparedness), 2002. A serious coordination undertaking cemented our relationship with the Local Emergency Planning Committee (LEPC). We initiated and coordinated Continuity of Operations/Continuity of Government (COOP/COG) plans building resiliency into the public water supply and distribution. I wrote tabletop and discussion based exercises to train employees and assess progress on homeland security initiatives at the very beginning of HSEEP. Security planning was newly introduced to the professional water associations and had a role in the development of national voluntary standards for effective security programs in this component of critical infrastructure.
