I was hosted by the Erasmus School of Health Policy & Management (ESHPM/iBMG). About ESPHM: ESHPM stands out in the Netherlands and Europe through its educational and research activities targeted at policy and management issues in health care. Bringing together insights and experiences from around the world to improve health systems and population health is an ambition of the Erasmus School of Health Policy & Management. During my stay at ESPHM, I have initiated empirical work on long-term care eligibility and use in the Netherlands with Dutch researchers. We use high quality, exhaustive microdata provided by CBS. We currently focus on socioeconomic inequalities and inequity in the use of LTC services by the Dutch elderly population. Show less

I took part in a project lead by the Institut des politiques publiques, within the "Chaire Dépendance" of the Paris School of Economics, which is funded by Fondation Médéric Alzheimer, Banque Postale, Mutré and Mutex. The goal of this ongoing project is to develop a dynamic microsimulation model of the disablement process, the associated costs and public policies for France. The project needs to bring together skills in epidemiology, computer development, economics and a good knowledge of LTC policies. I reviewed the literature on demographic and epidemiologic trends in developed countries and some of the existing microsimulation models in the field of health care and long-term care. I worked on the definition of a disability scale and on the estimation of the prevalence and incidence equations using French survey and cohort data (HSM, Paquid). Show less

    • Economist at Institut des Politiques Publiques (IPP)
      • Sep 2013 - Aug 2014

I worked as a full-time economist at the Institute of Public Policies, in association with the Paris School of Economics (PSE) and the Centre de Recherche en Economie et Statistique (CREST). My job consisted in conducting public policies analysis. I took part in a large-scale, multi-partner European project whose aim was to assess the impact of social security contributions on wages and their dynamics. My task consisted in collecting information on the French tax and labour legislation, coding it into the IPP static microsimulation framework and developing the theoretical and empirical framework for the analysis of Social Security Contributions incidence. The main findings of the project were gathered into a special issue of the journal De Economist (165(2), June 2017): https://link.springer.com/journal/10645/165/2/page/1. I also worked on tax and transfer policies and non-contributory pension rights, and contributed to several policy briefs and a methodological guide on the tax and benefit microsimulation model TAXIPP (http://www.ipp.eu/publications/). Data collection and analysis for a large-scale research project, putting together researchers in economics, in sociology and in ethnography. The project investigated into the Allocation Personnalisée d'Autonomie (largest home care subsidy program) and the way local governments put into practice this French public policy for the disabled elderly. It was financed by MiRe (French Ministry of Health). The main findings of the research project can be found in: i) a report: Gramain, A. and Weber, F. (dir.), 2013, "La prise en charge de la dépendance des personnes âgées à domicile : dimensions territoriales des politiques publiques", Convention Drees-CNRS 52346, Rapport définitif. https://mssh.ehesp.fr/wp-content/uploads/2013/06/Territoire_Rapport-final.pdf ii) a database at the departmental level with information on the local parameters of the APA policy: LEDa–LEGOS, & CES. I was involved on a project whose aim was to assess the efficiency of fiscal rules in the institutional context of Canada. I reviewed the literature in macroeconomics and political economy on fiscal rules, in particular what the associated incentives to contain public spending are and how the rules performed through the economic cycle, depending on the political structure of the country (decentralization, proportional versus majority vote, etc.). Some findings of the project can be found in the paper: Farvaque, Étienne, Martial Foucault et Marcelin Joanis. « Les règles budgétaires dans les provinces canadiennes : nomenclatures et éléments d’analyse ».
