Reorganization of the Ministry of Social Development as part of a new social institutionality of the Panamanian state oriented towards the human and social development of the country and implementation of the first phase and basis of a social protection system for priority care groups (children, elderly, women, indigenous peoples, persons with disabilities). B. Implementation of the economic transfer program to households in extreme poverty, Opportunities Network, which reached 75,947 households (412,000 people). C. Implementation of the national literacy campaign, Move for Panama, which taught 46,102 people to read in a period of two years. D. Creation of the Secretariat for Childhood, Adolescence and Family; the National Institute for Women and Family, and the National Secretariat for Disability; three autonomous and decentralized institutions that allowed for better execution and articulation of public policies in these sectors. E. Generation of knowledge for the formulation and evaluation of social policies through the publication of thematic series and policy documents. F. Opening of 9 new provincial and comarcales headquarters for the execution of social programs; 4 Comprehensive Guidance and Care Centers, and a National Volunteer Center. G. Automation of financial and administrative management of the institution with specific systems for the management of social processes and programs. H. Realization of a National Social Vulnerability Census with a record of 240,000 households (1,300,000 people) for the design of social policies and programs. I. The efficient and transparent management of the institution earned a high rating according to the Integrity Index 2008 of public entities in Panama, applied by the Foundation for the Development of Citizen Liberty and 4 Honorable Mentions in the delivery of the Prisma 2008 Awards, organized by the Executive Secretariat of the National Council on Transparency against Corruption.
