Planning for urban resilience: a multi-risk approach for floods and droughts UNESCO Chair on Urban Resilience at the University of Southern Denmark Civil and Architectural Engineering, Department of Technology and Innovation, Faculty of Engineering Water has always driven human civilisation, a key defining factor for cities’ development. However, climate change alters the water cycle, making it increasingly difficult to predict the intensity and frequency of climate hazards, such as floods and droughts. In 2022 and 2023, water-related threats made the news, accounting for 90% of all natural hazards worldwide (Pakistan submerged after monsoon floods, the Greater Horn of Africa drought is forecasted to continue for the fifth year, and North Italy with 36,000 people displaced). In this framework, drought and floods are the hazards responsible for most losses and damage worldwide: higher temperatures lead to greater water evaporation, generating drier soils and more catastrophic flood events, creating a vicious circle in which the two hazards mutually enhance their impacts. Nevertheless, their impacts are even more amplified when they happen cyclically in the same places, as short, fierce bursts of rain punctuate long dry spells, especially in cities, characterised by high density and uncontrolled population growth. There is small integration of floods and droughts in research, policy and practices, and there is little focus on cities, particularly in defining joint causes, effects and solutions in cities. Moreover, floods and droughts have not been considered in the context of risk reduction in a unified manner: there is a lack of consideration of city exposure and population vulnerability. The research aims at understanding compound causes, impacts and possible solutions to floods and droughts in the frame of urban planning and mapping urban areas at risk of floods and droughts to understand how cities react to these hazards when they occur simultaneously.
