      My position is in the Office of Acquisition and Assistance (OAA) at USAID/Nigeria. The position’s primary purpose is to execute acquisition and assistance actions in support of critical USAID programs in Nigeria. The mission portfolio includes the technical sectors of the Presidential Emergency Program for AIDS Relief (PEPFAR); Health Population and Nutrition; Education; Economic Growth and Environment; and Peace and Democratic Governance. The portfolio is among the largest in sub-Saharan Africa with over fifty awards at total project value over $1.2 billion. It includes critical and highly visible presidential initiatives including HIV/AIDS, Malaria and Global Food Security. My responsibilities include providing support on all aspects of contract management relating to and affecting USAID assistance programs in Nigeria. This includes providing policy guidance, project planning, project design, and implementation and the evaluation of on-going programs. Additionally, I am the lead resource on establishing formal and informal procurement training within the mission.       -USAID programs are diverse and multi-sectoral. I am responsible for providing advanced project acquisition and assistance support to USAID/Pakistan Technical Offices. I am currently handling Mission's Economic Growth portfolio of more than $200 million and has previously handled Mission's Energy and Education portfolios with the procurement of more than $450 million.- I provide contracting advisory support to a variety of programs/projects/activities. These programs/projects/activities are implemented through complex Government contracting and grant mechanisms.-I participate in meetings on procurement planning; collates data, and prepares and updates tracking tools in order to monitor pending procurement; works with clients to assist in the preparation of justifications, waivers, and other necessary approvals.- I assist my clients in developing Statements of Work, advise on the adequacy of evaluation criteria, propose contracting mechanisms, the extent of advertising required, perform price and cost analysis of the proposals/applications. - I work on the full range of procurement activities from pre-award stage to the post-award stage. I provide management oversight on project progress, project reporting, financial management and compliance with the terms and conditions of the award.- I work on formulating and executing business strategies to reduce risk, enhance customer satisfaction, build positive customer relationships, and improve quality assurance. Served as an observer and secretary in major negotiations and based on notes taken prepared negotiation memorandums, including full justifications for decisions made by the assigned Contracting Officer, documenting all points of negotiation and compromises reached, describing the rationale for contract award, and providing detailed determinations and findings in support of the assertion that the final contract/grant price is fair and reasonable.
